All
the teams and their players wishing to take part in the MSTF Monsoon Soccer
Tournament must abide by the terms and conditions laid below:
I.
Role of the Organizer
1. The
MSTF Monsoon Football Tournament will be organized by a committee comprising of
8 members and it will be called the MSTF Soccer Committee. The Committee was
formed on July 30, 2013 and will cease to exist immediately after the
tournament is over;
2. The
organizer shall coordinate venue management, traffic control, security and
first-aid;
3. Selected
capable referees, assistant referees and officials who will be thoroughly
briefed with the latest rules and regulations of the game, will conduct the
tournament. The names of the referees will be presented to all the team
captains during the time of the registration. The committee will not entertain
any disputes related to the judgement of the referee. The decision of the
referee shall be final and binding;
4. The
MSTF Soccer Committee has Dasho OC as one of its members. Therefore, any matter
beyond the control of the match officials and the committee shall be forwarded
to the RBP who in turn shall take appropriate actions;
5. The
match will not be cancelled, abandoned or postponed due to any reasons like weather,
etc... unless found absolutely necessary by the decision of the committee.
6. Resumption
of the abandoned match will be declared by the committee about its match day
and time;
7. It
is mandatory for all the organizing committee members and match officials to be
present throughout the tournament unless the reason is too genuine;
8. The
trophy awarded to the winners is a ROLLING TROPHY and it must be returned to
the MSTF Secretary without any damages within one week after the finals. If the
winners return the trophy intact, they will be granted a letter stating that
they need not pay the entry fee to take part in the next year’s MSTF Monsoon
Football Tournament. However, if the winners damage the trophy, no matter how
trivial the damage is, they will have to pay the whole cost of the trophy and
it will lead to the cancellation of the letter about waiving off their entry
fee in the next year’s tournament. 50% of the total cash prize will be retained
as the security deposit which will be refunded after the safe return of the
rolling trophy;
II.
Match Rules of the Tournament
1. The
tournament will be organized in a league-cum knock-out basis. A win gets 3
points, draw gets 1 and lose gets 0 point. In case of equal points, the number
of goals scored during all the games played will be used as the tiebreaker.
Yet, if the points are equal, the number of cards will be taken into
consideration.
2. A.
Each team should have 16 players including the manager.
B. If
the team submits the details of less than 16 players during the time of the
registration, they will not be allowed to alter or add to the list. Only the
registered players will be eligible to take part in the tournament.
C. The
team captains will have to submit the name list of their players along with the
recent half photo in soft copy as per the format issued, and other details as
per the format attached in annexure 1 along with the entry fee;
3. The
entry fee shall be Nu. 5000 per team which is non-refundable.
4. The
players should come to the soccer field with the minimum requirements mentioned
below to befit the label of sportsmen and to ensure personal safety:
- Boot;
- Stocking
- Same
jersey for all the 10 players except for the goalkeeper;
- Shorts
and
- Shinguard
5. The
players will have to report to the football field 15 minutes before the
kick-off time failing which the particular team will be walked over and
straight away awarded 0 point while the other team who reported on time will be
awarded 3 points. The goal scored will be declared as 2-0. If both the teams
fail to arrive on time, the match will be cancelled and the goal/point shall be
0. However, if 7 players or more are present, the match may start.
6. If
both the teams have same jersey colour, either of the team will have to wear a
vest based on the result of the toss;
7. Players
are not allowed to come under the influence of drugs and alcohol for the game.
If found, the individual concerned will be immediately sent off for one match
by the referee.
8. The
players should exhibit sportsman-like behavior on the pitch. As the tournament
is organized to promote healthy behaviors and to enhance community vitality, it
would be inappropriate to see enmities and conflicts developing among the
players of the same team and between the players of different teams. The team
captains should be fully responsible for the conduct of their players;
9. No
other players, except for the team captains can appeal to the referee. If a
player, other than the captain challenges the referee’s decision he will be
straightaway awarded yellow card. If he determines to resist, he will be
awarded red card and he shall not be allowed to take part in the next two
matches. If a player gets two yellow cards in the two consecutive matches, he
will be banned from playing the next match. If the player intends to use
physical force against the referee, he will be expelled from the tournament;
and
10. If
the players revolt and challenge the referee’s decision in a way that they
intend to use physical force, the match will be immediately cancelled wherein
the other team will be declared winner. The goal scored will be declared as
2-0, by default. The team will be expelled from the tournament.
11. The
Kick-off time during weekdays shall be at 04:45 and during weekends, the match
would start at

any trouble arises during the course of the tournament, this document shall be
the ultimate solace. Only the MSTF Soccer Committee shall have the authority to
interpret the clauses mentioned herein and the decision taken by the MSTF
Soccer Committee based on this document shall be final and binding.

Therefore,
we pledge to respect all the match rules and adhere to the referee and
assistant referees’ decision. We will also not violate any terms and conditions
of the MSTF Monsoon Soccer Tournament.
If
my team or players violate any clause of the terms and conditions, I agree to
abide by the decision
taken by the referees, assistant referees and the MSTF Soccer
Committee.
We also agree to
take part in the tournament at our own interest and risk. If any injury or
untoward incidences occur to the players of my team, we will not hold the MSTF
Soccer Committee responsible.
